Technical Advisor Mine Action Peru (internal announcement) Peru Reference number 121_24Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. Mine Action and Disarmament's vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.Do you have experience from Humanitarian Mine Action programmes and are you motivated for a role where you will support the Peruvian authorities in their demining operations plan for 2025? Then you might be the candidate that we are looking for!Location: Split between the HDU base in Chiclayo, remote areas in the Peruvian Amazon on the northern border with Ecuador, and the NPA Peru office in Lima.What we offer:The opportunity to actively contribute to Peru's achievement of being mine-free and completing its obligations under the APMBC.An interesting and challenging work environment in the field, together with a pleasant and friendly work environment in the Lima office.Comprehensive salary package including country specific allowances and insurance scheme.Five weeks' annual holiday plus one additional week off for expats.Three international flights home per contract year.A two-year expatriate contract* with potential for renewal, under the Norwegian Working Environment Act's and the Special Agreement's favorable conditions.Requirements:Minimum 5 years' experience from Humanitarian Mine Action programmes.Minimum 3 years' experience from operational management of Mine Action operations.Relevant higher education or equivalent military qualifications with international deployments or similar experience from the Mine Action sector.Technical knowledge on mines/UXO clearance techniques including new developments.Internationally certified qualifications in IMAS, EOD level 2 or equivalent military certifications.Proven ability to lead, manage, develop and motivate a team.Experience in conducting formal/informal training and to build/develop local capacity.Excellent written and spoken English.Knowledge of Spanish is a strong asset.Work experience from Peru or other Latin American countries is an advantage.Previous working relations with national authorities, local partners and/or donors is an advantage.As a person, you have good communication and interpersonal skills, you are persuasive and cooperation oriented as well as structured and analytical. You are able to meet deadlines and work calmly under pressure and have strong decision-making skills.Responsibilities:Conduct a comprehensive needs assessment, aimed to provide better understanding of identified suspected areas and the applicable intervention methods (survey/full clearance), training needs and physical needs for land release, logistics and operational challenges.Based on the needs assessment, elaborate and implement a capacity development plan for DIGEDEHUME HDU.Ensure the best application of the existing national mine action standards, and where they don't exist coherently with IMAS, to ensure safe and efficient land release operations.In cooperation with the National Authorities, plan, execute and monitor demining operations in the identified areas.Supervise the DIGEDEHUME humanitarian demining units.Provide technical inputs to the impact assessment with indigenous communities and environmental civil society partners.Ensure that indigenous communities' perspectives and concerns, as well as gender equity and environmental matters are properly streamlined into all stages of the demining operations.Engage actively and maintain technical exchanges with the project stakeholders, among them CONTRAMINAS, DIGEDEHUME, Ministry of Foreign Affairs, and Ministry of Defence, offering technical expertise and insights, enhancing Land Release operational efficiency QMS, and addressing other issues as needed.Closely liaise, cooperate with and support the NPA CD, PjM and other national and international staff.About the recruitment process:The application deadline for our internal applicants is 1st of December 2024.Our standard recruitment process consists of a screening phase, first interview, final interview (case task and Alva Labs personality assessment) and reference checks.This is an internal announcement.
