This Proposal Opportunity: The USAID-funded Strengthening Systems for Health Security Activity (SSHS) is an anticipated 5-year $10-$24.99 million project to be implemented in Peru. This project aims to help Peru build robust capabilities in preventing, detecting, and responding to infectious diseases and health threats to ensure national and global health security (GHS).
The Director of Finance and Administration (DFA) will oversee all project finance, administrative, human resource, and operational activities. He/she will supervise a team of support personnel. Main responsibilities include developing and overseeing finance and accounting systems that comply with USAID requirements and Palladium practices. In coordination with the CoP, the DFA will develop annual budgets aligned with the project work plan. The DFA will also ensure compliance with contractual, USAID/USG, and local reporting, finance, and administration requirements.
Reporting and Supervision: This full-time position will report to the Chief of Party (COP) of the Peru SHSS Activity.
Primary Duties and Responsibilities:

Manage all project finances to ensure effective use of resources to achieve project objectives in compliance with all donor requirements.
Ensure completeness of financial, procurement, and HR records retention and security.
Oversee and ensure sound management of human resources, financial management, procurement, and grants functions for the project.
Direct the creation and implementation of the project's annual budget, ensuring it aligns with strategic goals.
Oversee the development of monthly and quarterly financial projections, adjusting as needed to reflect trends and inform decision-making.
Ensure accurate preparation and review of accruals reports, maintaining correct financial records for each accounting period.
In close collaboration with the CoP, implement Palladium's grant and subcontractor tracking system to ensure the timely and compliant execution of all grant and subcontractor agreements.
Oversee HR systems, processes, and documentation according to USAID and Palladium requirements.
Oversee implementation of all operational systems as per USAID and Palladium requirements as well as Peruvian laws.
Ensure that project objectives, outcomes, and deliverables are met and that financial, operational, and USAID reporting requirements are followed.

Key Competencies Required:

Bachelor's degree in business administration, finance, or a related field in international business management, finance, accounting, and/or auditing experience.
At least 10 years of progressively responsible experience in accounting, auditing, finance, or business management with a recognized organization, preferably for USAID or other donor-funded programs.
Demonstrated ability to develop and manage large budgets and in-depth knowledge of accounting principles.
Experience in managing grants under contract for USAID-funded programs of a similar size.
Strong understanding of USG compliance rules and regulations (including FAR and AIDAR acquisition regulations) and Cost- Accounting Standards; demonstrated experience with USAID/USG financial reporting requirements.
Progressively responsible experience supervising project operations, including human resources, procurement, sub-contracts, or sub-awards.
Demonstrated experience managing staff.
As appropriate, previous experience working with auditors.
Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees.
Knowledge of Peruvian labor and tax laws and reporting procedures.
Knowledge of USAID policies, procedures, and reporting requirements.
