Chief of Party, USAID/Peru Monitoring, Evaluation, and Learning for Sustainability (MELS) ActivitySocial Impact is a global development management consulting firm that provides monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness.Proposal Objective: The purpose of this activity is to provide technical and advisory services to USAID/Peru in planning, designing, conducting, disseminating, and learning from monitoring and evaluation of the Mission's portfolios.Position Description: We are seeking a full-time Chief of Party to lead the MEL Platform project, including overall activity management and oversight of technical operations and support.Responsibilities:Lead and manage the overall Contract, supervising and leading the team responsible for overall implementation, results, and management.Develop and oversee contract work plans, budgets, and reports based on expected contract outputs and results using an adaptive management approach.Supervise and manage all work of local and international project staff, ensuring quality control and responsiveness of technical assistance provided under the contract.Provide overall responsibility for deliverables through the MEL Platform, including data collection, monitoring, assessments, report generation, learning and dissemination activities, and related tasks.Identify issues and risks related to contract management in a timely manner and manage the activity's financial resources in accordance with the budget as well as USAID policies and regulations.Serve as the main point of contact between Social Impact, USAID, Government of Peru officials, and related partners.Manage the preparation and presentation of all reports.Willingness and ability to travel to different activity sites across South America.Qualifications:Master's degree in international development, business administration, public administration, social sciences, or a related field.Demonstrated experience supporting USAID MEL efforts.Experience in the oversight of MEL or M&E development projects as Chief of Party.Demonstrated understanding of USAID initiatives, practices, and policies, including the USAID MEL practice, USAID Localization Initiative, etc.Experience designing and conducting evaluations, monitoring, and oversight of MEL and CLA tasks for international development projects, ideally funded by USAID.Experience managing research and/or M&E in Peru or the South America region.Proven supervisory, mentorship, and leadership capabilities for all levels of local and international staff.Excellent ability to deliver sound guidance, leadership, and solutions on various M&E, Learning, Knowledge Management, and other technical tasks.Excellent demonstrated ability to effectively interact with and develop relationships with USAID.
