IMA World Health, a member of Corus International, isseeking a Finance and Administration Director for the anticipated5-year $10-$24.

99 million USAID-funded Strengthening Systems forHealth Security Activity (SSHS) in Peru. This activity seeks tohelp Peru build robust capabilities in preventing, detecting, andresponding to infectious disease and health threats to ensurenational and global health security (GHS).

The Activity will workto achieve this goal by working on the following three objectives : 1) better prevention of infectious diseases through the reductionof disease transmission from animals to human populations 2) betterdetection of infectious diseases through improved surveillancesystems, 3)
effective response to infectious disease outbreaksthrough a skilled and competent health security workforce.

Foundedin 1960, IMA World Health (IMA) operates in some of the world'smost fragile settings, centering its work on global healthsecurity, health systems strengthening, social and behavior change,and integrated primary health care support and delivery.

IMA leadsthe global health portfolio at Corus International, aninternational development and humanitarian assistance organizationthat includes global non-governmental organization (NGO) LutheranWorld Relief (LWR), technology for development company CGATechnologies, and impact investing group Ground Up Investing.

Summary of the Position Based in Lima, Peru the Finance andAdministration Director will manage the finance activities of theproject;

supervise procurement, finance, human resources, andadministrative staff; and ensure that adequate and appropriateinternal controls are in place in compliance with USAID policiesand procedures to meet generally recognized accounting standards.

S / he will develop and oversee the implementation of policies,procedures,
and systems for administration and financial supportservices, and human resource management.

Actual hiring iscontingent upon successful agreement award and USAID approval.Responsibilities : - Oversee all aspects of program financialmanagement and operations, including financial and accountingsystems implementation;

forecasting; budgeting; procurement;payroll expenditure tracking; and financial reporting. -Collaborate with the COP, Country Financial Team, the RegionalFinancial Team, and IMA Headquarters in the development offinancial, accounting, procurement, and HR systems, includingpolicies and procedures, in accordance with USAID rules andregulations and IMA policies.


- Develop program budgets; overseeeffective budget planning; develop and implement budgeting andfinancial reporting processes to meet project financial management,forecasting, and reporting requirements.
- Supervise projectfinancial staff; institute staff development plans for training andcapacity development; oversee staff recruitment.
- Ensure continualreview of internal controls, communications, risk assessments, andmaintenance of documentation. - Provide timely and accuratefinancial reports to HQ and USAID as required.
- Ensure thatsub-recipients, sub-grants, and local consultancy documents andprocedures are completed in a timely and correct manner and complywith IMA and USAID policies and regulations.
- Support and monitorlocal partners and sub-recipients to ensure sound financialmanagement, operations, and compliance; contribute to capacitybuilding of local partners in administration and financialmanagement.
- Oversee all program human resources management,policies,
and procedures; oversee local staff recruitmentprocesses, including participating in interviews (as needed) andsalary negotiations, and in preparing employment contracts.
- TheFinance and Administration Manager will oversee a system of yearlyemployee evaluations. Qualifications : - Minimum of a Master'sdegree (or international equivalent) in business administration,finance, accounting, or related field;
- additional accountingcertification preferred, e.g., American Institute of CertifiedPublic Accountants (AICPA); Association of Chartered CertifiedAccountants (ACCA);

Chartered Institute of Management Accountants(CIMA), etc. - Minimum of 10 years of progressively responsibleadministrative and financial management experience on large,complex, donor-funded international development projects, includingfinancial and accounting systems development,
financial monitoring,budget development, procurement, operations and logistics, IT, andHR management and administration.

Minimum of 6 years ofleadership / supervisory experience managing finance, accounting,operations, and administrative staff and teams.

Experiencestrengthening the organizational capacity of host countryinstitutions is strongly preferred but not required. - Substantialexperience in financial management of consortia of localimplementing partners.

- Extensive experience in financialmanagement of USAID-funded projects of similar scope and size(cooperative agreements and / or contracts);
- strong understanding ofUSG compliance rules and regulations (including FAR and AIDARacquisition regulations) and Cost Accounting Standards;

demonstrated experience with USAID / USG financial reportingrequirements. - As appropriate,
previous experience working withauditors.

- At least 5 years of experience overseeing projectoperations, procurement, and logistics; extensive experience in thedevelopment and management of large project budgets.
- At least 5years of experience overseeing management of sub-grants andsub-contracts. - Experience working in Peru highly desirable.
- Knowledge of and experience with financial accounting software,including USAID financial dashboards (DATIM, DevResults, etc.

andrelated financial management software and applications; high degreeof proficiency in relevant software packages such as Adobe, MSWord, Excel, etc.

Demonstrated leadership skills, versatility,and integrity; excellent organizational, analytical,
interpersonal,and oral and written communications skills;

demonstratedsupervisory skills and ability to work well as a member of a team.- Professional-level fluency in English and Spanish, both oral andwritten. #J-18808-Ljbffr
