Job Summary:
In this role, you will perform purchasing duties, including bidder prequalification, developing bid lists, bid solicitation, bid analyses, negotiation, and commitment of purchase orders. Administrating purchase orders following commitments. Soliciting and evaluating budgetary quote requests to support project estimates and expediting duties, contact suppliers, interpret production schedules, and progress reports, prepare critical items reports, provide early warning of delays or supplier deficiencies, monitor supplier quality.
Major Responsibilities:
Developing project purchases operating procedures for review by designated supervisor and inclusion into the project procurement procedures while supervising assigned personnel in the orderly performance and completion of project procurement commitments through the several steps of bidding, evaluation, and award.
Planning the initial orientation and ongoing training of assigned project personnel, conducts job familiarization and orientation and provides ongoing on-the-job training.
Developing project workhour estimates for Purchasing function. Monitoring project work and the expenditure of work hours within approved budgets.
Supervising preparation and maintenance of project bidder lists, ensuring input is received from all procurement functions and other operational groups.
Reviewing bid tabulations for accuracy, bidder recommendation, completeness, and approving selection of suppliers within delegated approval authority.
Directing the activities of the project expeditors in ensuring delivery of supplier material, equipment, and technical data to support the project schedule.
Supporting project buyers and expeditors by providing supervisory involvement on orders with unique or particularly difficult problems.
Reviewing assigned personnel workloads and, where coverage is inadequate or excessive, initiates corrective action.
Evaluating production schedules and progress reports from suppliers to determine if their programs and work progress meet jobsite requirements.
Being responsible for purchase orders closeout in a timely manner, preparing purchasing and expediting report status and preparing supplier evaluation reports for input into the Supplier Information System.
Education and Experience Requirements:
Requires preferably a Bachelor of Science in Project and Supply Chain Management (or international equivalent), Business Administration, Civil or Industrial Engineering with 4-6 years of relevant experience or 6-12 years of relevant projects work experience.
Required Knowledge and Skills:
Experience or training in supervising workload distribution and execution of the work.
Proficiency and experience in the formation and administration of purchase orders through the several steps of bidder prequalification.
Proficient in interpreting schedules to ensure that realistic milestones are established.
Skilled in preparing clear, comprehensive correspondence and reports.
Knowledge of equipment and material fabrication sequencing.
Experience in techniques of expediting of materials and equipment.
Experienced in developing and maintaining metrics reporting.
Advance English and Spanish level; proficiency in oral and written for a professional communication.
Availability to work in an atypical regime in Cajamarca at more than 4200 meters above sea level.
