Chief Technical Advisor: Capacity Building for CBIT PeruResult of Service: The CBIT project in Peru aims to support the establishment of a national transparency system through the development of key components, in line with the mandate of the Framework Climate Change Law. The national transparency system will address four areas: mitigation, adaptation, means of implementation, and long-term planning information. This project will contribute to building the national transparency system in areas such as adaptation, mitigation, and finance.Overall Activities: Related to the advances on the transparency framework in Peru, there are several ongoing processes for adaptation, mitigation, and climate finance tracking. For mitigation, there are three main instruments related to measurement, reporting, and verification (MRV) for accounting of emissions and estimating emission reductions: the GHG national inventory system called Infocarbono, the National Registry for Mitigation Initiatives, and the Carbon Print Foot Peru.For adaptation, the Monitoring and Evaluation (M&E) scheme for the NDC is guided by the definition of adaptation measures and the elaboration of the National Adaptation Plan (NAP). The M&E will consider five priority sectors, including monitoring aspects for the measures level and sectorial products level, both of which will contemplate indicators and arrangements to evaluate their progress in line with current policies.For climate finance tracking, there is an ongoing process to design a monitoring system for public expenditures for mitigation and adaptation measures based on the current tracking tool of the Ministry of Economy and Finance for all public budget categories. Additionally, for monitoring private investment, several initiatives related to climate change need to be addressed to leverage the finance information generated.Objective: The consultancy aims to hire a professional who will coordinate all planned activities to fulfill the project outcomes.Ultimate Result of the Service: 1. The project meets its objectives and achieves expected outcomes via day-to-day management.
