Job Summary: In this role, you will be responsible for monitoring compliance with the guidelines of WS (Workforce Services) - Labor Relations, on compliance with socio-labor obligations and conditions of contractors and subcontractors of the project, in order to avoid legal contingencies in general and possible joint and several liability.
Inform and receive operational and functional guidance from the Labor Relations Leader and/or WS Manager of the Project.
Provide training to representatives of contractors and subcontractors of the project.
Review and control contractors specialized in issues related to labor management.
Major Responsibilities: Complying with and enforcing the labor monitoring procedure approved for the project.
Assisting and enforcing the local employment contracting procedure of the project contractors and subcontractors.
Verifying on a monthly basis that all contractors and subcontractors of the project comply with their obligations and working conditions, of the general regime and civil construction regime (payment of up-to-date forms, payment of social benefits, etc.)
and assisting contractors to comply with the survey of the observations resulting from the monthly monitoring of labor obligations.
Carrying out inspection visits and advise workers, contractors and subcontractors on labor regulations compliance issues.
Planning, scheduling and supervising labor regulations compliance audits to contractor and subcontractor companies.
Identifying deviations in compliance with labor regulations and propose corrective measures for improvement.
Coordinating with the representatives of the contracting companies and subcontractors of the project for the best development of their activities avoiding or minimizing any labor contingency.
Submiting monthly reports of the KPIs resulting from labor monitoring, such as KPIs of the local employment hiring process with suggestions for continuous improvement.
Reviewing and approving the labor relations plan of the contractors and subcontractors of the project, as well as verify its strict compliance.
Verifying the compliance of the commercial contract and its annexes on the hiring of local personnel by the contractors and subcontractors of the project.
Education and Experience Requirements: Requires a professional degree in Law, Business Administration, Industrial Engineering or related careers, with complementary training in Labor Law, Human Resources, Labor Relations, and a minimum of 5 years of relevant experience in similar positions (including supervision), preferably in large-scale, high-value and complex EPC/EPCM projects or related to the construction industry and in the areas of labor audits, attention to inspections by the Ministry of Labor or SUNAFIL.
Experience in developing plans and implementing processes and procedures.
Required Knowledge and Skills: Extensive knowledge of the current legal - labor regulations of the general labor regime and special regime of civil construction, as well as in the labor legal regulations of Safety and Health at Work and Labor Supervision.
Knowledge of collective agreements signed by civil construction branch.
Intermediate spoken and written English level (preferable).
Excellent oral and written communication skills.
A high level of personal integrity.
Availability to work in shifts at the remote site.
